Purpose
The primary purpose of these Terms and Conditions ("T&Cs") is to establish a clear and comprehensive legal framework governing the use of the PeacePay platform and its associated services. These T&Cs outline the rights and responsibilities of both PeacePay and its User, ensuring transparency, fairness, and a secure environment for all parties involved.
Specific objectives of these T&Cs include:
- Defining the scope of services: Clearly outlining the services facilitated by PeacePay, including transaction coordination, Secure Payment Hold (SPH) logic, and dispute mediation tools. PeacePay's SPH feature enables transactional coordination between parties using third-party PSPs or licensed wallets. It is not a wallet service nor a regulated escrow arrangement as defined under Egyptian financial regulations.
- Protecting user rights: Ensuring the protection of user rights, including data privacy, payment security, and access to dispute resolution processes.
- Establishing user responsibilities: Defining user responsibilities, including account security, compliance with laws, and adherence to platform guidelines.
- Promoting transparency: Providing clear and concise information about PeacePay's operations, fees, and policies, fostering trust and understanding between the platform and its User.
- Facilitating a secure and compliant environment: Ensuring compliance with relevant laws and regulations, including data protection, anti-money laundering, and consumer protection, to create a secure and trustworthy platform for all User.
By establishing these T&Cs, PeacePay aims to create a fair and transparent ecosystem for online transactions, fostering trust and confidence among its User and promoting the growth of e-commerce in Egypt.
PeacePay is a technology platform that facilitates payment and transaction processing services in partnership with licensed Payment Service Providers (PSPs) in Egypt. PeacePay does not hold a financial services license and does not operate as a bank, microfinance entity, or escrow provider as defined under Egyptian law. All payment account services, including mobile wallets, are delivered directly by legally authorized partners under Central Bank of Egypt regulations, specifically CBE Decree No. 18/2019 governing mobile payments.
PeacePay functions solely as a neutral coordination interface, enabling secure transaction flows via third-party licensed financial institutions. All monetary transactions are executed outside the PeacePay platform by legally authorized entities under the supervision of the Central Bank of Egypt
Scope of Coverage
These Terms and Conditions ("T&Cs") apply to all User of the PeacePay platform, including but not limited to:
- Buyers: Individuals who use the platform to purchase goods and services online.
- Merchants: Businesses that use the platform to sell goods and services online.
- Delivery Service Providers (DSPs): Independent delivery drivers, delivery companies, and logistics providers that facilitate the delivery of goods purchased through the platform.
These T&Cs cover all aspects of the PeacePay service, including:
- Account registration and use: Creating and managing user accounts, including security and verification requirements.
- Transaction process: Coordinating purchase flows, including Pay-on-Delivery (PoD) confirmations, Secure Payment Hold (SPH) facilitation via PSPs, and milestone-based order fulfillment status updates
- Refunds and returns: Handling refunds, returns, and disputes related to transactions.
- Prohibited activities: Restrictions on certain items, services, and user behavior on the platform.
- Intellectual property: Ownership and usage rights of the PeacePay platform and user-generated content.
- Privacy and data protection: Data collection, usage, and security practices, ensuring compliance with Egyptian data protection laws.
- Liability and indemnification: Limitations of PeacePay's liability and indemnification for user actions.
- Termination and suspension: Grounds for account termination and suspension, and the associated processes and user rights.
By accessing or using the PeacePay platform, User acknowledge and agree to be bound by these T&Cs. It is the responsibility of each user to carefully review and understand these terms before using the platform.
Acceptance of Terms
By accessing or using the PeacePay platform and services in any manner, you ("User" or "You") acknowledge that you have read, understood, and agree to be bound by these Terms and Conditions ("T&Cs"), as well as any other policies or guidelines published by PeacePay, including the Privacy Policy and Dispute Resolution Policy. If you do not agree to these T&Cs, you may not access or use the PeacePay platform or services.
Binding Agreement
These T&Cs constitute a legally binding agreement between you and PeacePay. Your use of the PeacePay platform and services signifies your acceptance of these T&Cs and your agreement to comply with all applicable laws and regulations.
This agreement is governed by the laws of the Arab Republic of Egypt, and disputes shall be subject to the exclusive jurisdiction of the courts of Cairo.
Eligibility
You must be at least 16 years old and have the legal capacity to enter into a binding agreement to use the PeacePay platform and services. By using the platform, you represent and warrant that you meet these eligibility requirements. For financial activities (e.g., actual payment processing via partner PSPs), the User may be required to meet additional eligibility or KYC requirements determined by the licensed PSP
Updates to Terms
PeacePay reserves the right to update or modify these T&Cs at any time. Non-material changes may take effect without prior notice, while material changes will be communicated. It is your responsibility to review these T&Cs periodically for any changes. Your continued use of the PeacePay platform and services after any modifications to the T&Cs constitutes your acceptance of the updated terms. Where changes are material, PeacePay will provide notice through email, in-app notification, or website updates at least 5 days prior to the effective date.
Key Terms and their Meanings
- PeacePay: Refers to the PeacePay digital coordination platform, its associated services, and the registered legal entity operating it.
- User: Refers to any individual or entity that accesses or uses the PeacePay platform, including, but not limited to, Buyers, Merchants, and Delivery Service Providers (DSPs).
- Buyer: An individual who uses the PeacePay platform to initiate purchase coordination for goods or services and authorizes payment through a third-party payment provider integrated or connected to PeacePay’s coordination system.
- Merchant: A business or individual that uses the PeacePay platform to coordinate sales of goods or services. The Merchant receives payments directly through a connected, licensed third-party PSP upon delivery confirmation.
- Delivery Service Provider (DSP): An independent delivery driver, delivery company, or logistics provider that facilitates the delivery of goods purchased through the PeacePay platform. DSPs may also use the platform to confirm delivery milestones, enabling payment releases coordinated through PeacePay.
- Transaction: The coordinated process of purchasing and delivering goods or services through the PeacePay platform. This includes payment intent registration, Secure Payment Hold (SPH), delivery updates, and final confirmation. PeacePay does not handle payments but enables the secure execution of each step. PeacePay’s role is limited to coordination, and all fund movements occur entirely within the licensed PSP’s environment.
- Secure Payment Hold (SPH): A coordination mechanism in which the Buyer's intent to pay is recorded and temporarily locked via a licensed third-party Payment Service Provider (PSP). PeacePay tracks this intent and confirms delivery before notifying the PSP to release funds. PeacePay does not receive, store, or disburse funds.
- Pay on Delivery (PoD): The default transaction flow on PeacePay. The Buyer authorizes payment through a third-party PSP prior to delivery confirmation, but the funds are only released once PeacePay receives confirmation of delivery from the Buyer or DSP. PeacePay tracks and coordinates this process without processing payments directly. PeacePay does not collect, hold, or transfer these funds.
- PeaceLink: A smart, trackable payment coordination link generated by Merchants via PeacePay, enabling Buyers to confirm orders and payment intent using a third-party payment service. PeaceLink supports Pay-on-Delivery or scheduled fulfillment scenarios and tracks Buyer consent, payment status, and fulfillment.
- PeaceMeet: A face-to-face transaction tracker for in-person deals where payment and delivery occur physically. PeacePay facilitates the handshake through digital SPH (via a payment provider) and collects mutual confirmations. It is intended to reduce risks in classified deals, hyperlocal delivery, or agent commerce — without PeacePay holding any money. All payment execution remains within the PSP’s regulated environment.
- User Account: A digital account created by a User (Buyer, Merchant, or Delivery Service Provider) on the PeacePay platform. It allows the User to access order tracking, confirm payments, receive notifications, and manage interactions. It does not store or move funds.
- Service Partner: Any third-party provider integrated into the PeacePay ecosystem, such as licensed payment service providers (PSPs), KYC verification partners, or communication service providers. All Service Partners engaged in payment processing must hold the required licenses from the Central Bank of Egypt or relevant regulatory authority.
Eligibility for Account Creation
To create an account on the PeacePay platform, you must meet the following eligibility criteria:
- Age: You must be at least 16 years old or the legal age of majority in your jurisdiction, whichever is greater.
- Legal Capacity: You must have the legal capacity to enter into a binding agreement with PeacePay.
- Compliance with Laws: You must comply with all applicable laws and regulations in your jurisdiction.
- Prohibited Activities: You must not be engaged in any prohibited activities as outlined in Section 7 of these Terms and Conditions.
- Accurate Information: You must provide accurate and complete information during the registration process.
Additional Requirements:
- KYC/AML Verification: You may be required to complete Know Your Customer (KYC) and Anti-Money Laundering (AML) verification procedures, including providing identification documents and proof of address.
- Merchant Verification: If you are registering as a Merchant, you may be required to provide additional information to verify your business, such as business registration documents and tax identification numbers.
Account Approval
- PeacePay reserves the right to approve or reject account applications at its sole discretion.
- By creating an account on PeacePay, you represent and warrant that you meet all eligibility criteria and will comply with these Terms and Conditions.
- Approval may also be subject to verification and acceptance by the licensed PSP handling payment services.
Account Security
- Password Protection: You are responsible for maintaining the confidentiality of your PeacePay account password and for all activities that occur under your account. You agree to use a strong and unique password, and to change it periodically. You must also take all reasonable precautions to prevent unauthorized access to your account. The security and confidentiality of any One-Time Password (OTP) generated or provided to you for accessing or conducting transactions through PeacePay are your sole responsibility. PeacePay shall not be liable for any loss or unauthorized access arising from the disclosure or misuse of your OTP.
- Account Access: You must not share your account credentials with any third party or allow any third party to access your account. If you suspect unauthorized access to your account, you must immediately notify PeacePay.
- Security Measures: PeacePay implements various security measures to protect your account, including encryption, multi-factor authentication, and fraud detection mechanisms. However, you acknowledge that no security system is impenetrable and that PeacePay cannot guarantee the absolute security of your account.
Account Responsibilities
- Accurate Information: You are responsible for providing and maintaining accurate and up-to-date information in your account profile.
- Transaction Monitoring: You are responsible for monitoring your account activity and transactions. If you notice any unauthorized or suspicious activity, you must immediately report it to PeacePay.
- Compliance with Laws: You are responsible for complying with all applicable laws and regulations when using the PeacePay platform.
- Prohibited Activities: You must not engage in any prohibited activities as outlined in Section 7 of these Terms and Conditions.
- Communication with PeacePay: You must respond promptly to any communication from PeacePay regarding your account or transactions.
By creating and using a PeacePay account, you agree to comply with these account security and responsibilities.
Inactive Account Policy
Peace Pay reserves the right to request that the licensed Payment Service Provider (PSP) classify any associated payment account as inactive and subsequently deactivate it after 12 consecutive months of inactivity. Prior to deactivation, Peace Pay will provide reasonable notice to the user. Following such notice, a reasonable maintenance fee may be applied to the inactive PSP payment account.
In compliance with local financial and dormant account regulations, PeacePay may report unclaimed funds in inactive accounts to the Central Bank of Egypt or relevant authorities after five years of inactivity, as per applicable laws. User will be notified in advance, and efforts will be made to return funds before any such action is taken.
User Verification and KYC Requirements
PeacePay is committed to complying with all applicable laws and regulations related to user verification and Know Your Customer (KYC) requirements. These measures are in place to prevent fraud, money laundering, and other illicit activities on the platform.
Verification Procedures
- Identity Verification: You may be required to provide identification documents, such as a national ID card, passport, or driver's license, to verify your identity.
- Address Verification: You may be required to provide proof of address, such as a utility bill or bank statement, to verify your residential address.
- Additional Verification: PeacePay may request additional information or documentation as needed to complete the verification process.
KYC/AML Compliance
- KYC and AML verifications are conducted directly by the licensed Payment Service Providers (PSPs) integrated with PeacePay. PeacePay may collect and transmit user data to the PSP for the sole purpose of facilitating this process.
- Customer Due Diligence: PeacePay conducts customer due diligence (CDD) to assess the risk profile of its User.
- Transaction Monitoring: PeacePay monitors transactions on the platform for suspicious activity.
- Suspicious Activity Reporting: PeacePay reports any suspicious activity to the relevant authorities as required by law.
Data Privacy
- Data Security: PeacePay implements appropriate data security measures to protect your personal information.
- Data Confidentiality: PeacePay maintains the confidentiality of your personal information and only uses it for verification and compliance purposes.
By registering for and using the PeacePay platform, you explicitly consent to undergo these verification and KYC procedures and agree to provide accurate and up-to-date information as required.
PeacePay complies with the regulatory framework of the Central Bank of Egypt (CBE), including CBE Decree No. 18/2019 on mobile payment systems. All PSP payment account services are provided in partnership with a licensed Payment Service Provider (PSP), and PeacePay does not operate as a licensed bank, lender, or credit issuer.
Merchant Sub-Accounts
Merchants have the option to create sub-accounts for their team members (e.g., order processors or assistants). These sub-User will be granted restricted permissions within the PeacePay platform. For example, sub-User may be authorized to create Secure Payment Hold (SPH) requests but will not have access to the merchant’s PSP account balances or the ability to initiate cash-out transactions.
It is explicitly understood and agreed that the primary merchant account holder remains fully responsible for any and all actions performed by their authorized sub-User on the PeacePay platform. This includes, but is not limited to, the creation of SPH requests and any other permitted activities.
Payment Methods and Processing
PeacePay provides a technology platform to facilitate secure coordination of transaction-related communications and payment instructions between User (Buyers, Merchants, DSPs) and third-party licensed payment providers. PeacePay does not process payments, hold funds, or operate a wallet. All financial operations are executed by authorized Payment Service Providers (PSPs).
PeacePay Payment Coordination Interface
PeacePay offers a virtual interface to enable Buyers to confirm intent to pay, Merchants to initiate requests, and DSPs to verify delivery. Key functions include:
- Payment Intent Record: PeacePay records payment intent upon Buyer authorization. This instruction is relayed to a licensed PSP. PeacePay does not hold or access the actual funds.
- Transaction Tracker: PeacePay tracks transaction progress, including order confirmation, DSP dispatch, delivery status, and payment release authorization.
- PeaceLink: Merchants can generate PeaceLinks to share payment requests with Buyers. This smart link contains order details, payment instructions, and delivery tracking.
- PeaceMeet: For in-person exchanges, PeacePay supports OTP-based confirmations using a digital transaction reference to protect Buyers and Sellers, while ensuring neither party handles cash before mutual confirmation.
Payment Processing and Security Protocols
- Authorization Instruction: Buyer authorizes a payment via the third-party PSP. PeacePay logs this instruction but does not process or store payment data.
- Virtual Hold Mechanism: PeacePay enables a virtual fund hold by the licensed Payment Service Provider (PSP) integrated with PeacePay until the delivery is confirmed. This is not a regulated escrow arrangement; it is a deferred release protocol coordinated entirely through the licensed Payment Service Provider (PSP) integrated with PeacePay.
- Payment Release: Upon Buyer confirmation (via OTP or digital consent), PeacePay relays a payment release instruction to the licensed Payment Service Provider (PSP) integrated with PeacePay. The funds are settled according to the licensed Payment Service Provider (PSP) integrated with PeacePay schedule.
- Security Measures: PeacePay uses encryption, fraud detection tools, and secure communication protocols to ensure data protection and transaction integrity. PeacePay never stores payment credentials or processes card information.
Processing Timelines
- Authorization: Instant upon approval by the third-party PSP.
- Hold Duration: Until Buyer confirms delivery, typically within 1–3 business days.
- Release & Settlement: Instant relay to the licensed Payment Service Provider (PSP) integrated with PeacePay. Bank settlement subject to interbank and PSP processing.
PeacePay reserves the right to modify or suspend coordination with a payment method or PSP at any time with proper user notification.
Platform Coordination Fees
PeacePay charges service coordination fees to support platform infrastructure and transaction integrity. Fees are transparently disclosed at the point of confirmation.
Fee Structure (Effective as of 5-August-2025):
- PeaceLink Transactions:
- Merchant Fee: 1.0% + 3.0 EGP per confirmed transaction (deducted from the PSP settlement).
- DSP Fee: 0.5% per delivery (deducted from PSP payout to DSP).
- PeaceMeet Transactions: 1.0% + 3.0 EGP per transaction.
- Cash-Out Handling: Managed by PSP:
- Seller/Buyer/DSP: 0.5%
Third-Party Fees
Users may incur additional charges directly from PSPs, telecom providers, or banks. These charges are outside PeacePay’s control, and PeacePay is not responsible for them.
Fee Updates
PeacePay will notify User at least 7 days in advance of any fee changes via email, in-app messages, or platform announcements. Continued use after effective date implies acceptance.
Order Fulfillment and Delivery
Merchant Responsibility
- Merchants are fully responsible for fulfilling orders placed via PeacePay, including product accuracy, packaging, and dispatch.
- Merchants must provide Buyers with order confirmations, estimated delivery times, and tracking updates.
- PeacePay assumes no liability for quality, warranties, or delays.
Delivery Service Providers (DSPs)
- Merchants coordinate delivery via DSPs of their choice.
- DSPs must obtain OTP confirmation from the Buyer before delivery is confirmed.
- Buyers must safeguard their OTP. The PSP will rely on OTP confirmation records relayed through PeacePay to execute payment release.
- PeacePay does not guarantee delivery times or intervene in physical delivery.
PeacePay’s Limited Role
- PeacePay is a neutral, digital coordination platform.
- It is not a seller, delivery agent, escrow provider, or payment processor.
- PeacePay facilitates communication, transaction logic, and dispute referrals.
- PeacePay bears no liability for disputes regarding product quality, delivery, or performance.
Payment Release & Settlement
- Buyer payment authorizations are recorded by PeacePay and transmitted to the licensed Payment Service Provider (PSP) integrated with PeacePay.
- Delivery confirmation (via OTP) triggers PeacePay to instruct the licensed Payment Service Provider (PSP) integrated with PeacePay to release funds.
- PeacePay does not access or hold funds; it only coordinates the digital instruction.
- Final settlement is conducted by the PSP directly to the Merchant’s registered account (e.g., PSP-linked bank account or mobile wallet) in accordance with the PSP’s settlement schedule.
- Refunds, when applicable, are processed via the PSP and governed by Section 5.
PeacePay provides a transparent ledger for each transaction to facilitate monitoring, delivery, confirmation, and dispute processing.
Service Interruptions
PeacePay reserves the right to suspend or modify access due to upgrades, compliance actions, or technical maintenance. Reasonable notice will be provided whenever feasible.
Billing and Promotions
- PeacePay only supports one-time transactions. Recurring billing or subscriptions are not supported.
- Any promotional credits or cashback offers must be officially communicated by PeacePay and will be governed by their own terms.
PeacePay’s transaction process is designed to prioritize user control, transparency, and legal compliance. All monetary operations are managed by licensed third-party providers under CBE oversight.
5.1 Eligibility for Refunds
Buyers may be eligible for a refund under the following circumstances, subject to the Merchant's refund policy and upon mutual agreement between the Buyer and the Merchant:
- Non-Delivery: If the Buyer does not receive the goods or services within the agreed or estimated delivery timeframe.
- Damaged Goods: If the goods received are damaged during delivery, a refund (full or partial) may be issued based on photographic evidence and the Merchant’s policy.
- Incorrect Items: If incorrect items are delivered that differ from the original order.
- Item Not as Described: If goods/services materially differ from the Merchant’s listing or product description.
- Counterfeit Merchandise: If the items are proven to be counterfeit or misrepresented.
- Merchant-Initiated Cancellation: If the Merchant cancels the order after payment.
- Misrepresentation or Fraud: If there is evidence the Buyer was misled into the transaction.
- Unprocessed Credit: If a refund was promised but not correctly processed back to the Buyer’s original payment method.
❗ Note: PeacePay does not offer recurring billing. Any refund request related to unauthorized future charges must be addressed directly with the Merchant and the payment provider.
Refund Process and Timelines
How Refunds Are Initiated
Refunds are not initiated or processed by PeacePay directly. The refund process is facilitated through the PeacePay platform, in coordination with the licensed Payment Service Provider (PSP), the licensed Payment Service Provider (PSP) integrated with PeacePay.
Steps:
- Buyer Requests Refund from Merchant – The Buyer must contact the Merchant directly via PeacePay’s platform to request a refund.
- Mutual Agreement Required – A refund can only proceed upon mutual agreement between Buyer and Merchant.
- Merchant Initiates Refund – The Merchant must initiate the refund through their PeacePay dashboard.
- PeacePay Transmits Instruction – PeacePay transmits the refund instruction securely to the licensed Payment Service Provider (PSP) integrated with PeacePay.
- PSP Processes Refund – the licensed Payment Service Provider (PSP) integrated with PeacePay processes the refund to the Buyer’s original payment method.
⚠️ PeacePay does not hold or manage funds and cannot initiate or cancel refunds. The platform acts only as a neutral software interface.
Refund Timelines
- Standard Processing Time: Refunds are typically processed within 7 to 14 business days from the time the licensed Payment Service Provider (PSP) integrated with PeacePay receives the refund instruction from the Merchant.
- Banking Delays: Final settlement may be delayed depending on the Buyer's bank or card provider. PeacePay is not responsible for delays caused by the PSP or financial institutions.
- Original Method: Refunds are only made to the original payment method. No cash or alternative refund methods are supported.
- Compliance: All refund operations are performed in accordance with the licensed Payment Service Provider (PSP) integrated with PeacePay internal processing policies and CBE regulations.
Communication and Confirmation
- Buyers will receive in-app and/or email notifications when:
- A refund is initiated by the Merchant.
- the licensed Payment Service Provider (PSP) integrated with PeacePay confirms the refund has been processed.
- PeacePay will update the transaction status accordingly but cannot provide real-time banking updates.
Returns and Dispute Resolution
Return of Goods
- Return Policy: Each Merchant must provide their own return policy. PeacePay does not create or enforce return policies.
- Buyer Obligations: Buyers must follow the Merchant's instructions for return shipping, including covering return costs unless stated otherwise.
- Refund or Exchange: Once the Merchant receives and inspects the returned goods, they may issue a refund or provide a replacement in accordance with their policy.
Dispute Resolution
If an issue arises between a Buyer and a Merchant, the following steps apply:
- Dispute Initiation: Buyer initiates a dispute via PeacePay’s platform.
- Evidence Submission: Both parties submit evidence (e.g., photos, messages, delivery confirmations).
- Facilitation by PeacePay: PeacePay facilitates the exchange of information and guides both parties toward resolution.
- Optional Refund Support: If the Merchant fails to respond and PeacePay determines the case meets minimum fairness criteria, PeacePay may recommend refund initiation by the Merchant. Any refund recommendation is subject to the PSP’s approval and compliance procedures.However, PeacePay does not guarantee a refund outcome.
🛡 Important: PeacePay’s role is limited to communication facilitation. It is not an arbitrator and does not enforce outcomes.
PeacePay’s Limited Role
- Technology Facilitator Only: PeacePay does not hold funds, enforce returns, or act as a fiduciary.
- No Legal Authority Over Merchants: PeacePay cannot force a refund or return unless required under a government or regulatory order.
- Fallback Measures: In rare, high-risk cases that affect user trust or system integrity, PeacePay may suspend a Merchant account until the issue is resolved.
Dispute Categories and Handling
PeacePay may periodically update this Dispute Resolution Policy to reflect regulatory changes, new platform features, user feedback, and evolving industry standards.
Disputes may arise due to:
- Merchant-Buyer disagreements on product delivery, condition, or quality.
- Buyer claims of fraud, non-delivery, or misrepresentation.
- Internal operational audits and compliance needs.
Policy updates are reviewed and approved by:
- PeacePay’s Legal, Compliance, and Customer Experience teams.
- External legal counsel or regulators when required.
- Final approval by PeacePay senior management.
PeacePay’s Role in Dispute Resolution
PeacePay acts solely as a neutral technological facilitator in disputes between Buyers, Merchants, or DSPs. PeacePay does not adjudicate legal claims or act as a financial intermediary. PeacePay has no authority to compel a Merchant, DSP, or Buyer to take or refrain from any action. Any recommendations are non-binding unless required by applicable law or the PSP’s compliance framework.
PeacePay’s role includes:
- Providing a structured dispute submission interface on the platform.
- Facilitating communication between the parties.
- Reviewing submitted evidence (e.g., delivery confirmations, messages, images).
- Recommending a resolution based on available platform data, transaction history, and declared policies.
- If a resolution includes a refund, PeacePay will, upon mutual agreement of the parties, transmit the refund instruction to the licensed Payment Service Provider (PSP) integrated with PeacePay. All refund execution is subject to the PSP’s acceptance, timelines, and regulatory compliance.
- Maintaining neutrality without representing either party in the dispute.
Deadline to File: Disputes must be submitted within 7 business days of delivery confirmation. After this period, the transaction will be deemed final on the PeacePay platform, except where the PSP, applicable law, or a regulatory authority permits a longer dispute period (e.g., fraud or chargeback claims).
Escalation Process
If a user disagrees with the initial outcome:
- The user may request internal escalation to a Senior PeacePay Representative.
- A second-level review will be conducted, focusing on policy adherence and evidence evaluation.
- The final response will be issued in writing. This decision is considered final and binding on the platform, but does not affect the user’s legal rights outside PeacePay.
Policy Review and Updates
This Dispute Resolution Policy is periodically reviewed by PeacePay’s Legal, Compliance, and Customer Experience teams, with final approval by senior management. PeacePay reserves the right to amend this policy in line with regulatory requirements, PSP rules, or operational needs. Users will be notified of material changes in accordance with Section 14 of these Terms.
PeacePay is committed to maintaining a safe, lawful, and trustworthy platform for all users. The following activities are strictly prohibited. Engaging in them may result in immediate account suspension, permanent termination, legal consequences, or other penalties as outlined below.
Restricted Items and Services
The sale, promotion, or facilitation of the following goods and services through the PeacePay platform is strictly prohibited:
- Illegal goods and services: Any item or service that violates Egyptian law or applicable international regulations.
- Counterfeit or infringing goods: Fake, pirated, or unauthorized replicas of branded products.
- Weapons and ammunition: Firearms, knives, explosives, or any related accessories.
- Drugs and narcotics: Controlled substances, including prescription drugs sold without legal authorization.
- Stolen property: Any goods acquired through theft or other unlawful means.
- Pornographic or obscene material: Including sexually explicit content in any format.
- Discriminatory or hate-promoting content: Including items or media that promote racism, hatred, violence, or harassment.
- Gambling, lottery, or betting services: Any form of online or offline gambling.
- Unregulated financial products or services: Including investment schemes, securities, or pseudo-financial products not licensed under Egyptian law.
- Pyramid and Ponzi schemes: Including deceptive multi-level marketing practices.
- Tobacco and alcoholic beverages: Sales or distribution of these items are not permitted.
- Hazardous materials: Including chemicals, explosives, or dangerous goods not permitted for general commerce.
PeacePay reserves the right to expand or modify this list at any time. Users are responsible for ensuring their activities are compliant. Violations may result in legal action.
Fraudulent Activities and Platform Misuse
PeacePay enforces a zero-tolerance policy toward fraud and platform abuse. Any user suspected of such conduct will be subject to investigation and may face immediate and permanent account action.
Prohibited Conduct – Non-Exhaustive Examples
Users must not engage in the following:
- Fraudulent Transactions & Simulation
- Initiating false or fictitious transactions.
- Simulating transactions that do not involve actual goods/services.
- Using the platform for money rotation, payment instruction cycling, or value masking.
- Misrepresentation & Identity Fraud
- Creating accounts with fake or stolen identities.
- Impersonating other individuals or entities.
- Submitting false information during registration, KYC, or dispute resolution.
- Platform Manipulation
- Attempting to manipulate virtual balances, payment holds, or SPH mechanisms.
- Exploiting technical bugs, glitches, or loopholes for unfair gain.
- Unauthorized use of platform features beyond their intended scope.
- Financial Crimes
- Laundering money or funding terrorism through the platform.
- Using stolen or unauthorized payment instruments. All payment instrument authorizations are handled by the licensed PSP. PeacePay does not process or store payment credentials.
- Circumventing PeacePay’s KYC or AML procedures.
- Collusion and Abuse
- Coordinating with others to manipulate ratings, disputes, or transaction outcomes.
- Harassing or threatening other users, delivery agents, or PeacePay staff.
- Security Breaches
- Attempting to bypass PeacePay’s security protocols or attack the system, including interference with payment coordination logic, data transmission to PSPs, or delivery confirmation mechanisms.
- Tampering with authentication tools (e.g., OTPs, KYC workflows).
Account Suspension and Termination
PeacePay has sole discretion in enforcing its policies.
- Immediate Action: Accounts may be suspended or terminated without prior notice if fraudulent or prohibited activity is suspected.
- User Notification: PeacePay will generally notify the user via email or in-app message. However, notice is not guaranteed in severe or high-risk cases.
- Appeals: Users may request a review. PeacePay is not obligated to reinstate accounts. Decisions are final within the platform environment but do not restrict any legal remedies available under applicable law.
- Authority Cooperation: PeacePay will fully cooperate with regulatory bodies and law enforcement when legally required.
Consequences of Violations
Violating this policy may result in:
- Immediate loss of access to the platform.
- Suspension of payment release instructions or requests to the PSP to withhold funds in accordance with applicable law and PSP compliance procedures. PeacePay does not hold or control funds.
- Legal liability, including lawsuits, criminal charges, and civil penalties.
- Loss of transaction history or rating data associated with misuse.
- Negative impact on credit reports, if fraud is reported to relevant credit bureaus or partners.
- Financial damages, including recovery of costs and legal fees incurred by PeacePay.
PeacePay encourages users to report suspicious or abusive behavior through the platform’s official support channels. Together, we can protect the platform’s integrity and trustworthiness for all stakeholders.
Ownership of PeacePay Platform and Content
- All intellectual property rights in the PeacePay platform—including but not limited to its software, including its underlying source code, databases, and APIs design, user interface, trademarks, logos, and original content—are the exclusive property of PeacePay.
- PeacePay grants users a limited, non-transferable, revocable, and non-exclusive license to access and use the platform solely for lawful purposes directly related to transacting, coordinating, or communicating through the PeacePay platform in accordance with these Terms and Conditions in accordance with these Terms and Conditions.
- Users may not copy, reproduce, modify, distribute, display, reverse-engineer, decompile, or create derivative works from any part of the PeacePay platform or its content without prior written consent from PeacePay.
User Content and Licensing
- Users retain ownership of content they submit to the PeacePay platform, including product listings, images, reviews, and comments (“User Content”).
- By submitting such content, users grant PeacePay a non-exclusive, royalty-free, worldwide, sublicensable license to use, reproduce, distribute, modify, adapt, publish, translate, and display such content in connection with operating, improving, and promoting the PeacePay platform and services.
- Users are solely responsible for ensuring that any content they provide does not infringe the intellectual property rights of any third party. PeacePay disclaims liability for any infringement arising from user-submitted content.
- By submitting User Content, you represent and warrant that you own or have all necessary rights, licenses, and permissions to grant the rights set out in this section.
PeacePay is committed to safeguarding users' personal data in compliance with applicable Egyptian laws and global data protection standards.
Data Collection and Usage Practices
Data Collection
PeacePay collects the following categories of data:
- Personal Identification Data: Including full name, contact information, date of birth, nationality, gender, and ID/passport numbers, primarily collected during registration and KYC verification.
- Transaction Data: Detailed logs of all financial activities conducted via the platform, including amounts, timestamps, parties involved, and transaction status. Used for auditing, customer support, and legal compliance (e.g., AML/CTF).
- Payment Method Data (Tokenized): PeacePay does not store sensitive financial credentials. Payment instrument details are securely processed and tokenized by the licensed Payment Service Provider (PSP) integrated with PeacePay, our PCI-DSS compliant, CBE-licensed payment gateway partner.
- Technical & Usage Data: Includes IP addresses, device identifiers, browser types, session logs, and platform usage patterns, used to improve performance and user experience.
- Communication Data: Includes support requests, user feedback, and other communications for the purpose of improving service quality and addressing user inquiries.
Data Usage
PeacePay uses the collected data for:
- Service Operation: To provide, maintain, and improve PeacePay services, manage accounts, and process transactions.
- Platform Optimization: To analyze usage trends, troubleshoot errors, and personalize user experiences.
- Security and Compliance: To detect and prevent fraud, meet regulatory obligations (including KYC/AML), and ensure platform integrity.
- Essential Communication: To notify users of account activity, security issues, service updates, and transaction confirmations.

- With Essential Service Providers: the licensed Payment Service Provider (PSP) integrated with PeacePay (payments), cloud providers, or analytics services—under binding confidentiality and data protection agreements.
- For Legal Compliance: In response to court orders, legal processes, or if required to protect PeacePay, its users, or the public from harm.
- During Business Transfers: Personal data may be part of transferred assets in a merger, acquisition, or corporate restructuring, subject to applicable legal safeguards.
User Consent and Data Security Measures
- User Consent: PeacePay obtains explicit consent for any data collection beyond what is necessary for service provision or legal compliance. Users have rights to access, correct, restrict, or erase their data, subject to applicable law.

- Central Bank of Egypt (CBE) regulations, including data localization, encryption protocols, and reporting obligations for financial service providers.
PeacePay continuously audits its systems and practices to ensure regulatory alignment and protect user privacy.
Data Retention Policy
- Standard Retention: PeacePay retains user data while the account is active and for up to 12 months after account closure.
- Extended Retention (for compliance): Data may be retained longer to fulfill regulatory requirements (e.g., AML/CTF obligations), support legal proceedings, or complete audits.
- Deletion: At the end of the retention period, and where no legal obligations apply, PeacePay will securely delete or anonymize personal data to prevent re-identification.

Limitation of PeacePay's Liability
PeacePay is a technology platform that facilitates digital transactions between User but does not directly sell products, offer delivery services, or hold customer funds. Your use of the platform is at your own risk and subject to the following limitations:
Third-Party Responsibilities
To the fullest extent permitted by applicable law, PeacePay disclaims all liability for the conduct or performance of third parties. This includes, but is not limited to:
- Product and Service Quality: PeacePay is not responsible for the condition, accuracy, legality, or performance of goods or services offered by Merchants.
- Delivery Failures: Any delay, non-delivery, damage, or loss occurring during delivery is the responsibility of the Merchant and/or Delivery Service Provider (DSP).
- Third-Party Providers: PeacePay is not liable for errors, outages, malfunctions, settlement delays, or compliance issues caused by third-party partners, including but not limited to the licensed Payment Service Provider (PSP) integrated with PeacePay, financial institutions, telecom providers, or logistics partners.
- Disputes: PeacePay acts as a facilitator and not an arbiter in any dispute between User. Final liability lies with the transacting parties, as outlined in Section 6.
Platform Limitations and Warranties
PeacePay provides its services "as is" and "as available," with no express or implied warranties, including but not limited to:
- Merchantability or fitness for a particular purpose.
- Continuous, error-free, or secure access to the platform.
PeacePay, its affiliates, directors, employees, or agents shall not be liable for indirect, incidental, special, or consequential damages, including but not limited to:
- Loss of profits, data, or business interruption.
- Unauthorized access to user data or transmissions.
- Actions of third parties using the PeacePay platform.
- Any enforcement actions, penalties, or losses arising from your own failure to comply with applicable laws, regulations, or licensing requirements.
Maximum Aggregate Liability
In all cases, PeacePay’s total aggregate liability to any user, regardless of the form of action or claim, is limited to the total amount of fees actually received by PeacePay from that user in the 12 months preceding the claim.
Indemnification by User
You agree to indemnify and hold harmless PeacePay, its officers, directors, employees, and affiliates from any losses, claims, liabilities, damages, or expenses (including reasonable legal fees) arising from:
- Violation of Terms: Your breach of these Terms and Conditions.
- Improper Use: Any misuse of the PeacePay platform or services.
- User Content: Any content submitted by you that violates laws or third-party rights.
- Third-Party Disputes: Any disputes between you and another user or third party conducted through or related to the platform. This includes disputes with Merchants, Buyers, Delivery Service Providers (DSPs), or the licensed Payment Service Provider (PSP) integrated with PeacePay.
Grounds for Termination
PeacePay may suspend or terminate your access to the platform without prior notice for any of the following reasons:
- Breach of these Terms and Conditions.
- Suspected or confirmed fraud, identity theft, or transaction manipulation.
- Violation of applicable laws or regulatory obligations (e.g., AML, CTF).
- Compromise of platform integrity, data, or security.
- Abuse, harassment, or exploitation of the platform or its User.
- Non-payment of fees due to PeacePay.
PeacePay may take such action at its sole discretion, even if a reason is not explicitly listed above.
Termination Process and User Rights
- Notice: User will be informed of suspension or termination via their registered contact method.
- Appeal: PeacePay may allow User to appeal a termination by providing relevant documentation or clarification.
- Access Revocation: Terminated User will lose access to the platform and services. Any pending transactions will be handled according to the licensed Payment Service Provider (PSP) integrated with PeacePay’s procedures. PeacePay does not hold funds and cannot expedite or cancel settlements in progress.
User data rights following termination:
- Access and Correction: User may request access to or correction of their personal data.
- Deletion: User may request account closure and data deletion, subject to applicable legal, regulatory, and PSP record-keeping obligations, including retention required under Central Bank of Egypt regulations, AML/CTF laws, and payment industry compliance rules.
Applicable Law and Jurisdiction
- Governing Law: These Terms and Conditions are governed by and construed in accordance with the laws of the Arab Republic of Egypt, and relevant regulations issued by the Central Bank of Egypt (CBE) applicable to payment service facilitation and electronic transactions without regard to its conflict of law rules.
- Jurisdiction: Any disputes, claims, or proceedings arising under these Terms shall be subject to the exclusive jurisdiction of the competent courts in Cairo, Egypt.
- International Use Disclaimer: PeacePay is currently designed and licensed for use within Egypt under applicable CBE oversight. Users accessing the platform from outside Egypt are responsible for ensuring compliance with all applicable local laws and regulations in their jurisdiction. Users accessing the platform from outside Egypt do so at their own risk. PeacePay makes no representation that the services comply with foreign laws or are suitable for use outside Egypt.
Limitation of Liability During Force Majeure Events
PeacePay is not liable for any failure or delay in performance resulting from causes beyond its reasonable control, including but not limited to:
- Natural Events: Earthquakes, floods, fires, or other natural disasters.
- Political and Regulatory Events: War, terrorism, civil unrest, embargoes, or changes in government regulations.
- Service Disruptions: Failures by:
- Internet service providers or telecom operators.
- Any licensed Payment Service Provider (PSP) integrated with PeacePay, including those regulated by the Central Bank of Egypt (CBE).
- Hosting infrastructure or critical third-party services.
- Utilities: Power outages or infrastructure breakdowns.
- Other Unforeseen Circumstances: Any other force majeure event making performance impractical. During such events, PeacePay will continue to comply with all applicable regulatory reporting obligations under the Central Bank of Egypt (CBE) framework, to the extent operationally feasible.
PeacePay will make commercially reasonable efforts to mitigate delays and resume operations, but will not be held in breach due to such events.
PeacePay’s Right to Update Terms
PeacePay reserves the right to modify, update, or revise these Terms and Conditions (including this Dispute Policy) at any time, in order to reflect:
- Changes in applicable laws or regulations; including but not limited to Central Bank of Egypt (CBE) directives and Egyptian Data Protection Law No. 151 of 2020.
- Introduction of new services, features, or partnerships;
- Adjustments to operational, security, or compliance practices;
- Feedback from User or industry developments.
The amendment process includes:
- Internal Review and Approval: All proposed updates are reviewed by PeacePay's Legal, Compliance, Product, and Customer Support teams to ensure compliance with applicable laws and platform standards.
- Advance Notification to User: PeacePay will notify User of any material changes in advance, via appropriate channels, including in-app banners, email communications, or published updates on the official website.
- Effective Date: All changes will specify an effective date. Updates will take effect on that date, unless otherwise specified.
- Ongoing Use = Acceptance: Continued use of the PeacePay platform after the effective date constitutes binding acceptance of the revised Terms and Conditions.
User are encouraged to regularly review the Terms and Conditions to remain informed of any updates.
User Notification and Consent Process
PeacePay is committed to transparency and will ensure User are adequately informed of any updates, particularly those that materially affect user rights or obligations.
- Advance Notice: PeacePay will provide timely notice of material updates before they become effective.
- Review Period: Where appropriate, a reasonable review period (e.g., 7–14 days) will be provided to allow User to assess the changes.
